Try Fallout Van Buren, the original in-development build of Fallout 3 before Bethesda got their hands on the franchise.

I would also recommend total conversion mods, Fallout Nevada and Fallout Resurrection. I'm patiently waiting for English translation of Fallout Sonora as well.
