I'd say that, right now, there's a problem in every segment, and if they've only focused on the high end until now is not because there's more supply of those but rather because those will be the first to be replaced and are also the ones they invested more money. They need to sell them fast or they won't be able to get rid of them.
For the other segments, there's still the rest of the year and could try to do some Black Friday deals to clear most of their stock before the replacement for those cards launch.
Also, the situation isn't the same in every country. Here it's almost impossible to find a 3060Ti for less than 500€.
