Gonna have to go Genesis on this one. This was the last time Sega's 1st & 3rd party was firing on all cylinders comparative to that of Nintendo and other competition imo.
Top 5 not in any particular order probably looks like...
1.) Shining Force II
2.) Sonic 3 & Kuckles
3.) Ristar
4.) Landstalker
5.) Phantasy Star IV
