Without COD being exclusive it's very unlikely that XS would dominate to that level.  I mean, it would take everything to go right for Microsoft and probably some bad luck for Sony as well, but even without any of that exclusivity I fully expect XS to beat the PS5 in NA, so I'd say at least a modicum of a chance exists.

My issue wasn't so much whether or not the XS would be able to achieve that, but the very lopsided comparison you made:  While the XS could at least approach 360 dominance in NA, the PS5 selling as much as the PS2 in Japan is a complete pipe dream.

Xbox outselling the PS5 in NA isn't the same as the Series X/S dominating the PS5 like the Xbox 360 did to the PS3. I mean, the former is a lot more plausible, despite being a bit unlikely, but it wouldn't be the most surprising thing to happen. Without COD exclusivity, how will the Series X/S approach 360 dominance in NA, which is a 20M+ lead? Mind you, it's not approaching 360 level dominance with a 5M - 10M lead over the PS5 by the end of this generation. Xbox would need to handily outsell the PS5 in NA whenever it gets massive drops of stocks, and not just during shortages, for that to happen.

That's not even considering how much more popular Sony IP's are compared to the PS3 era. Take Miles Morales, a PS5 launch title that outsold Call of Duty Vanguard on the PSN charts in December 2021, after the theatrical release of No Way Home. SpiderMan 2 will be massive in NA and is scheduled to launch in 2023, which could also coincide with another SpiderMan theatrical release, whereas the COD that is scheduled to be released in 2023 is reportedly delayed into 2024. That hypothetical scenario is already setting up the Xbox Series X/S to be dominated in NA on a level that the Xbox 360 never experienced. Series X/S cannot afford to lose any year in NA if they want to achieve Xbox 360 level dominance.
