As its not a Security Council vote I think it just needs a majority vote to pass. - I stand corrected, needs a two thirds majority to pass, excluding abstentions.
Going through the No votes its pretty much a whose who of anti-democratic states. Cuba, Zimbabwe, North Korea, Iran, Syria. Only Algeria, Burundi and Mali are ones where I'm unsure of existing reasons of to why they might align with Russia, although Mali I'm guessing might be getting some Russian military support against some insurgency in their territory.
Btw - what do the black votes mean? Did not/not eligible to vote? As their are some in their like Venezuela, Armenia who T would have thought were sure to vote with Russia.
