With those specs it would be already better than a base PS4, at least in docked mode.
I think it's realistic to aspect a 20-30% clock speed increase as well compared to Switch, considering the different processor node.
I think it's a good prediction anyway. I would personally think even a slightly larger GPU is doable, but I wouldn't expect more than 8GB of RAM.
For the screen, exactly the same used for the Switch OLED. As for supported resolutions it depends on the game...using DLSS some less demanding games may even run as high as 4K.
For the price 399$ seems right, being 349$ the absolute bare minimum.
