I think SE saying some of their titles not meeting sales expectations is a ploy of some sorts, because with TR 2013 they said the same thing. They still went on to publish two sequels after it and the sales for all the trilogy games were pretty good. After Marvel's Avengers they still went ahead with Guardians.

They also look at protential sales and with Tomb Raider they forecasted that the game could meet expectations, thats why they put the effort in. Its not always black and white though.

If I remember correctly, I think I saw a video from Matt McMuscles youtube channel the other week, but it was about the rise and fall of Sleeping Dogs, and at that time SE had 3 games IP's to choose from to push forward, and TR was that one they chose to push forward, which makes sense with how they put more effort into that IP and gave it two sequels, while Sleeping Dogs was left to the wayside to rot.
