In the case of Sony, I'm not sure if the extra profits that they'd get from opining their own store would be worth the costs and troubles from it. They can't charge to play online, and they saw that even MSoft could fail on Windows with their own store. Plus they're seeing how difficult it is for Epic to get a hold of the market, and they don't have a popular game like Fortnite to lure players into their store.
MSoft is more likely to try again, and this time they have a lot of assets to succeed.
