Ngage being more powerful is my point. It was easier to just port it to more powerful hardware. 32MB was the max cart size for games. 64MB carts existed but only for Video. Miracles have been done as San Francisco Rush 2049 had to be really compressed on N64 as did RE2. Devs just felt it easier to pump out some 2D versions of TR. Esp considering GBA only had 4 buttons to work with.
