I'm pretty sure Atari did.
If memory serves (I haven't double checked this, so I don't know), Nintendo convinced the Japanese government to placed tariffs on Atari products in Japan, thus meaning that Nintendo's products would be much cheaper and they could take over the industry there. After that, Nintendo could take over the rest of the world without raising a pinky.
Then again I could be wrong on all of that so look it up if you want clarification.
