True optimization leaves a lot to be desired on PC. Which is weird because is that it doesn't even look that great to require such specs to run like that. Like honestly some of the stuff looked really rough in the areas with some rather static environments and fairly limited decals left in fire fights you'd expect to get well over 60, hell like more that 100fps at 4K with a top end GPU. Think I was one of the lucky ones as the game ran fine on my GTX 1070 at 1440P at mostly all high settings.
But yeah it kinda feels like PC's port was left second fiddle (as usual) and we're once again needing to brute force our way to get the experience you expect from a $60 game. Also something that a lot of reviews missed though tbf a lot of reviews were on Xbox. I just hope a game I'm really anticipating (Elden Ring) runs well from launch or I'm gonna be piiiiissed.
They probably left it there for people who have the original games. I'd imagine they can make some money from people still buying DLC's even though the GOTY version is already out.
