I honestly don't remember if my desktop was a clean install or an upgrade. I put it together some time ago alongside a couple other improvised rigs.

I'd get a USB flash drive or if you have free space/hard drive and install a second Windows 10 on it and see if there is any difference. If there is, then it's probably a glitch with the way that Windows is installed. But if there isn't any difference, then yea idk but least you can continue to use your OS. You could buy an additional Ethernet adapter that's USB powered or one that slots into your PCI-E slot from amazon and see if that makes any difference. If it does then maybe it's the port at that point or if it doesn't, you can return it.
