people from that region think its a good thing, the rest of the world not so much. So it depends on who said it

People from ‘the rest of the world’ would be closer to the truth.

Though there was also the instance when this one time I was in Tuscany in a rented car with an Italian license plate, and a couple obviously not-Italian girls were honking and waving from inside their rented car probably thinking I was Italian.
