Whelp looks like Deathloop is another victim of a poor port/optimisation or even Denuvo -
The guy has performance issues with a 3080Ti!

Granted a lot of these comment are from Ampere GPU owners, a couple of posts in the there who own a GTX 1070 don't appear to have the same issue. It might be that some settings like Ultra are poorly optimised for select setups.
