They can do both! The Fallout IP does have the flexibility of say, The Legend of Zelda where they release a major title like Breath of the Wild, then while development on the sequel is ongoing, they release a smaller title in Link's Awakening remake. Still a Zelda game, but completely different in presentation.
A choice-oriented role-playing game could be made while the big Action RPG/looter shooter could begin development for release a few years later. The options are there for this franchise. Both types of games don't have to be released at one time of course.
