EVGA use OEM's like Super Flower (Taiwanese manufacturer) though they've recently changed manufacturers for their current lineup (G3) which aren't quite as good. Though it looks like they've fixed performance issues and should be alright.
Seasonic are a safe bet though I wouldn't go with the budget lineup. There's a PSU tier list.. I think so long as you go A or even B tier you'll be good.
