I'll take a stab at it.
You can't say it's a bad game just because it runs at 10 FPS, freezes at inopurtune times, features mundane gameplay and glitches like it's having a seizure, because toddlers don't care about that, only people capable of understanding that those are bad things,
If all those things are true, then yes, I can say it's a bad game because those problems represent a poorly developed game made by lazy developers rushing the title out for a quick buck. Not understanding the problems does not mean it doesn't exist and I gotta say, even toddlers will be frustrated at all of those problems you mentioned. The problem isn't about people overlooking the flaws and just enjoying the game. Everybody does that, even the most hard core gamers. The problem lies with the fact that Ubisoft knows that they can get away with releasing poorly developed games on a forgiving and unsuspecting public and they take advantage of that to make a quick buck. Games aren't cheap and the audience deserves better. Take Nintendogs and Dogz. They cater to the same people. Which game do you think consumers deserve? Low review scores meant that Ubisoft didn't even bother to try despite promising quality support.
If theirs games did get 10s, we probably wouldn't buy it due to the target demographic, but we couldn't complain about it be shovelware, now can we?
