Since that's a matter of signal-to-noise ratio, I'd guess the DLSS-only solution would look better but run worse independently of how good or bad FSR is.
Assuming the comparison you have in mind is something like 720p > 1440p DLSS > 2160p FSR vs. 1080p > 2160p using DLSS alone, that is.
