Digital Foundry:

Now this is what I was looking forward to... You can tell the difference in knowledge when it comes to this stuff when you watch other videos trying to review FSR vs DF reviewing FSR as they do this kind of content for a living.

According to DF, he would take Ultra Quality at 4k upscaling and not bother with the rest of the modes as they take too much of a hit in image quality. He also wouldn't go any lower than 4k upscaling.

Alex also compared FSR vs TAA Upscaling that something like UE4 has which is easy to implement with a simple console command and TAA does a better job than FSR but granted, the GPU hit is slightly higher.

So overall...

DLSS 2.0 > TAA Upsampling > FSR > Simple Upscaling

We will see how later iterations of FSR fairs but if you have a game that offers TAA Upsampling and FSR, it's better to go with TAA Upsampling.
