I'm going to assume you meant that it's not in production yet, because Howard straight up said it was in pre-production around the time it was announced (and I'm not even sure how a game could be announced before it is in pre-production. Is there such a thing as pre-pre-production?).

Could very well be true that the development team won't be fully staffed until after the release of Starfield, but I would be suprised if they haven't started by now.
