The irony of RDNA 2 is the fact that being on 7nm did in fact not help with stock issues despite being on a mature process node due to consoles. If all of their gpu allocation went to PC RDNA 2, I suspect AMD would have a bigger market share than the results show as every gpu that's coming out is going out of stock instantly.
While I doubt most people would willingly choose RDNA 2 over Ampere, when neither is available, you choose which ever one you can get your hands on. Too bad cause AMD really could have gained a lot of market share if they played their cards right. Not that they are complaining with all the console money coming in!
