yeah xcloud + gamepass is probably the best chance Microsoft has ever had thus far at making any significant ground in Japan
get xcloud to a level where it's good enough for most to use with ease, get more japanese games on gamepass (yakuza is a good start), advertise it as being able to be played anywhere through streaming or pc/console/mobile. it'll take a while but it could be the first big step if they do it right
