The reason germany has blocked it for those over 65, is because they recieved 0 study data, on older people.
The people that developed it, either didnt bother studying effects on the elderly, or choose to hide data, and not supply it to the EU.
So germany is like "we dont actually know if this thing works on those over 65".
They want it, otherwise EU wouldnt have a deal for 130m+ with them.
Otherwise they wouldnt be angry, to be told "sorry you can only get 31m" (while their secretly giveing 100m more to UK instead).
