Oh it's definitely going to appear on other consoles, no question about that. The first three games saw remakes on the other consoles, and that was when the Playstation was winning. Now it's going to have the least hardware out for the foreseeable future, so it's a complete no-brainer that it'll be on the others as well.
The only questions are if they'll release the original MGS4 on other platforms, rather than waiting for a remake, and if it'll be PS3+Xbox 360, or also on the Wii.
