You don't want to use actual PS4 chipsets even if it was shrunken down. It's too old. You want a chipset of at least equal power but offers modern feature sets. Switch while less powerful than PS4 has some more modern feature sets. If you think just offering the idea of portable PS4 games is enough. Vita remote play proved that wrong. So it would just have to be a new system with a modern chipset with its own games. Sure you can port some PS4 games but not native to PS4's library.
