Well, they actually did it. But they did it the worst possible way.
The PSTV is basically a docked version of the Vita, and instead of releasing a dock for the Vita, they put a vita without the screen in it. And can play PS Vita games (the ones which doesn't use gyroscope or touch screen - for most part), PSP games and PS1 games.
And you could actually access the PS Now with it. That's how I discovered Uncharted back in 2015
(yeah I bought a Wii Mini cause I liked to have weird consoles nobody wanted)
