My first thought was "I hope so." I'd really like to see strategy games in general get a boost on consoles, and I don't care which game leads the way. I'm really hoping that developers realize how great the wiimote would be with strategy games actually designed with it in mind, though. Of course, Halo Wars may be one of those things that uses the "Xmote" that is supposed to be coming along, so I don't think it'd take long for anyone to pick up on the idea if it works for HW.
Also, you need to give up the idea that GoldenEye didn't make FPS popular on consoles. It came along years before Halo, is an FPS, did start the trend, and sold as well as any of the Halo games (look at the million sellers list, it has Halo 2, GE, and Halo 3 one after another). It seems like you're giving Halo the credit because of its controls, and that's a bit silly. Just because it's the most copied doesn't mean it opened the gates for others to do well. I mean, with that logic you couldn't give HW the credit if another game comes along and its control scheme is copied more...
That's not to take away from what Halo did, though. I'm sure it can be argued that Halo was more influential, but that's neither here nor there. It simply wasn't the first big influence, and downpalying GoldenEye simply because of the N64's lack of a second analogue stick is a bit far fetched.
