It is still against the TOS and could generate a ban, but I think it is very unlikely that it would occur for either of you. Sony isn't microscope monitoring this, they are more likely going against people that done several times in a short period.

Well it isn't exactly good will to give away content that isn't yours to give. That person on good will could buy 3 copies of each of the 20 games and gift to these friends an that wouldn't break TOS or law, but when you use other people property to gift it isn't good will.
Your TOS is clear about account sharing and taking advantage of the system for anything that isn't allowed.

They are helping friends by putting the burden on Sony, that is still a break of TOS.
You may think it is a bad idea, that is your on opinion, still promotions are a legal thing and abusing them isn't. They aren't paying the same amount, the subscribers that are buying PS5 are expending 400-500 more. Again you can buy a console in one store or in other, both have same price, one of them have 2 bundled games and the other have none, that doesn't make the one that have none anything wrong.
