As you can see from the article I've posted today, EA denies that they're paying Beckham so much. Maybe the newspaper exagerated it.
In any case, as you comment, EA has the right licenses to use the names and faces of players and so they're safe from any legal problem. The only trouble could come from former players or the ones that aren't in the union, and it's easier for EA to simply stop using them than to pay for use their names.
