Probably they won't. RetroArch has been available on Xbox One for quite some time already. Also, there is no legal way for them to block it. RetroArch is just an emulator. It doesn't get distributed with any ROMs or BIOS files. 

You are correct, but if this becomes widely spread I can totally see Nintendo at least trying to shut it down.
