Not really.

For a long time Konami had the exclusive rights to the J League and all Japanese teams for their Winning Eleven series, so that's probably a big part of the reason why. I believe Japan is the only country in which Winning Eleven would consistently outsell FIFA.

Understood. I believed that even though PES (Winning Eleven) sold better over there it would still have decent sales (does MLB have decent sales over there or lack of J-League also makes it a no go for Japan?)
