Good question. Maybe they scrapped the idea, given that it wouldn't introduce many changes.
Or maybe it's because they got scared that it could split the players and hurt them financially.

If they ask that much for the current game, why not for the next one? And remember, this is the space asked "at launch". Wait until they start launching extra maps.
