Pretty much yeah, Ubi's PC ports are generally terribly optimised at best and buggy at worst. This is a standout 'feature' in their AC games xP Its probably worth just buying the majority of games on a console if you have one, if you must play a Ubi game.
And Uplay is beyond terrible. The worst store and UI lol. I don't think I've ever used it other than to access or tie in DLC content.
