To my knowledge Microsoft hasn't paid for a deal like this since 2013 (when Don Mattrick signed a 3 year deal for FIFA Ultimate Team exclusive content), before Phil Spencer became head of Xbox. Phil has specifically spoken out against deals that lock DLC or game modes to a single platform.

It is difficult to know though what deals Microsoft would make if they were in Sony's position (being the market leader and being offered far cheaper deals). Besides, Microsoft did also buy timed exclusive DLC for e.g. Dragon Age: Inquisition in 2014, Evolve in 2015 and The Division in 2016.

But again, these deals have to stop.
