Lets be honest here, Sony ripped Xbox a new one in terms of upcoming games. Especially next year. I still can't believe GoW is coming next year... fully expecting a delay on this one.

Why expect a delay when they call it Ragnarök? Did you see the words God of War 2 anywhere? No?

Horizon II: Forbidden West is clear enough, just like Spider-Man: Miles Morales is. With an expected development time of 3-3.5 years for Ragnarök, how likely is it that it's a full-blown PS5 sequel?

Its a sequel despite the subtitle or lack thereof of a number. Most media outlets haven't said otherwise or nor has Sony. My guess it that they'll reuse a lot of assets on the original game and improve upon them, hence a much cut down development time. Its just short time given that its a AAA title.

Also it doesn't make sense for them to release an expansion for a game a year into its life for a game released on last generation.

Miles Morales is different, it an expansion/short game pushed for launch title. So yeah I'm expecting a mid/late 2022 launch.
