Where are you getting the 25W from?

The 3090 has a TGP(Total Graphics Power) of 350W. That is the base specification. With the 12 pin connector, which are just 2x8 pins, the GPU will be able to draw an absolute maximum of 375W. That's not much room to grow. For comparison the 2080ti had 250W TGP. An overclocked 2080ti at 2000MHz will already draw close to the max of 375W.

Now unless I'm getting something wrong here if the basic configuration, read non-OC, is already close to 350W then there isn't much room to the physical limit of 375W.
