At the time I never understood why everyone was reporting 12GB as confirm since the column right next to the column showing 12GB for the 3090 showed 12GB for the Titan RTX and the Titan RTX only ever been sold with 24GB.  

Mmm looking at it again, you are correct. I didn't even notice that. Perhaps it's just a place holder or something then. I was hoping they would give us a cheaper 12GB 3090 model since 24 is a bit excessive.
