If you look at the benchmark, it beat the highest overclocked geforce 2080 ti by around 20%, which put it around 35% over against the founders edition 2080 ti. There's this tweet also:

Over 2x Navi 10 performance put Big navi around +35% against geforce 2080 ti. For the openvr benchmark, you can check any benchmark you will always find gpus getting low scores because many people test it (in this case geforce 2080 ti) and someone probably using watercooled on certain gpu to reach high score (5700xt in this case). https://www.3dmark.com/search#/?mode=advanced

For Dictator, I would w8 before comparing gpu performance, the gears 5 he is talking about was running on 2 week port if I remember correctly. But if you look at the Xbox series X gpu it has 12TF for ~160W based on that hot chip presentation.
I also wanna note, this is all just speculation, we will see where things land.
