People could get in, the problem was more to get out again, which was the actual purpose of the wall, despite it's official name (Antifaschistischer Schutzwall; Antifaschist Protection Wall). Since the blockade or West Berlin failed, the Soviet ran out of option to prevent the bleeding any other way than wall in their citizens.

More importantly, it was much more than just a wall. Behind it, it had guards with orders to shoot on sight, automatic firing guns, land mines, tripwires, barbed wires, small spikes to pierce your feet, and so on, anything to bog down any attempt to flee to the west. It was way more than just a wall (and it was actually 2 walls, an inner wall and an outer wall).

Please stop, the US Border Patrol can only get so erect.
