So one interesting thing I found is that because the currency in that article is CNY. If you google 2080 Ti in websites that are based in China, they have a very similar price in CNY but we know that 2080 Ti in the west is much cheaper.

Now I don't shop in China but I am pretty sure prices there are much more expensive than prices here so doing a direct conversion like the article did probably won't pan out. (Least I hope not loll)
