Bloodborne and Uncharted 1 (Nathan Drake Collection) were both free on PS+. I'm pretty sure I got Uncharted on PS3 with PS+ too.

So 12.4m as of now doesn't seem that unreasonable. It wasn't the best selling game, at least compared to previous GT titles.

GT Sports had over 10.4m players as of feb 14th 2020, from Ethomaz.
its probably not yet at 12m players.
