It is a good representation, just check mercadolivre and you'll see a lot of people selling primary or secondary account of one game, so instead of paying 250 (60USD at that time) you could pay 80-100 for secondary and 150 for primary... theoretically that one you shouldn't share, but people share even the irregularly bought games.

Also let's say you have a friend and both want to play Battlefield. You can do it at the same time sharing the account, something that is impossible with physical copies. So yeah, for some countries that only digital version being 100 less expensive makes all sense.
