A large sandbox game with levels of sex, violence and other NSFW contents selectable by users, well, more broadly it should let the user build in total (as much as allowed by current tech) freedom their virtual lives and world. Western intelligence agencies could fund it and let it spread in countries with heavy limitations of citizens freedom, to help those citizens imagine a more free life and possibly increase their pressure on their governments (obviously it would be just a minor contribution, but some governments, particularly theocracies and other very bigot authoritarian regimes would react very harshly to it, unintentionally increasing its impact).
