First of all, the difference is that volleyball premise was specifically an excuse to get the girls in bikinis. Let's not pretend otherwise. I mean, they have a "butt battle" mode. When the scenario is designed specifically to give gamers a chance to ogle the characters, that's sexualization. There's a reason this isn't Dead of Alive Xtreme Soccer.
Second of all, it's not a matter of better story, it's a matter of the character actually having development and personality beyond "look tits". Wanting to win a game tells us very little about what kind of a person someone is. Going to hell to rescue your friend tells you a lot about what kind of person Bayonetta is. We also see through the story that she can be nurturing, clever, and compassionate. Being a tease is just one part of her personality, but there's actually others.

Then that's a you problem. When you find the clip of Bayonetta and Jean getting in bikinis for a butt battle then rolling around in lingerie for no discernible reason, or rock climbing in a skirt to give the gamers a good lookie look, let me know. There's more suggestive posing in that 4 minute trailer than in both Bayonetta games put together.
