Indeed. Raw bandwidth they still loose out.
However there is more under the hood... Delta Colour Compression wasn't a thing on the base Xbox One and Playstation 4, nor was primitive discard and draw stream binning rasterization. (I.E. Tiled based rendering.)
Thus the raw bandwidth spec numbers don't tell the entire story.
Dual-channel DDR4 3200mhz can offer 51.2GB/s and Delta Colour Compression in Polaris (Vega being able to match) alone can provide an additional 38% bringing it to 70.6GB/s.
That puts it above the Xbox One when just accounting for raw bandwidth and DCC.
Once you start pushing past that 1080P barrier though, bandwidth limitations will quickly come into play and hold back fillrates, under that it is less of an issue.
