The Witcher 3 can look the exact same as the switch version or the PS4 version or it can look even a gen above PS4.

The is no reason why MS cant have the XBSX version looking a gen above the XB1 version if they so want while even using the same engine as long as it scales well.

So they spend 12 months moving a slider down for the Switch version...

You know, I'm not a developer myself, but I'm gonna go out on a limb and say that developing a game to run in a range of GPUs from GTX 2080 down to GT 1050 might be a little bit different than porting a game from PC to Switch.
