Yes. Yes it will.

In saying that, if you ever bought a Mac primarily for gaming, you bought one for the wrong reason.
They have inferior hardware, they are priced higher, the software isn't always the most optimized for gaming.

Exisiting X86 applications will run through an emulator, so yeah, it will definitely hurt games and gaming performance.

Likely binary translation which will have a corresponding hit to performance.

Intel went down this path by running ARM apps+Android on it's x86 Atom processors... And there was certainly a hit to performance and power efficiency and compatibility.
