The fact of the matter is that some people will have bought ff7r thinking it was the full story and not just part of it. Ff7r is taking a story that was a single release and splitting it up. Most games that have this kind of structure will put episode 1 or have some indication that this is the first part. Even if they called it something like ff7r midgar, that would of been something. The game was fully marketed as being only about the Midgar parts, it’s explicitly stated so in the online stores’ description of the game, as well as written on the back cover of the game. 

I love the accusations that TLOU2 and FFVIIR marketing are deceiving and how they justify the viewpoint.
