It's very rare for any media to have a guaranteed sequel in the works long before launch. The fact of the matter is that some people will have bought ff7r thinking it was the full story and not just part of it. Ff7r is taking a story that was a single release and splitting it up. Most games that have this kind of structure will put episode 1 or have some indication that this is the first part. Even if they called it something like ff7r midgar, that would of been something. Calling it ff7r kind of implies that you are getting all of ff7 not just a part.

Very much untrue. Even more at western world where most products are made with sequels in mind and even have several hints and threads left in the original to go for a sequel. We have had cases of producers saying they had several sequels already in plan. Sure the execution will depend on the product having success, but that doesn't mean it wasn't planned for a sequel.

Only people that completely ignored all information regarding FFVIIR would think like that because SE was crystal clear from the beginning that they would only tell Midgar on this entry and have told so for over 3 years. And we live in a world with internet and reviewers. So one need to be purposely ignoring it.
