Even for most media that will get a sequel since the start you will hardly see it called part 1. the part name usually comes on sequels or prequels, not on the initial one.

It's very rare for any media to have a guaranteed sequel in the works long before launch. The fact of the matter is that some people will have bought ff7r thinking it was the full story and not just part of it. Ff7r is taking a story that was a single release and splitting it up. Most games that have this kind of structure will put episode 1 or have some indication that this is the first part. Even if they called it something like ff7r midgar, that would of been something. Calling it ff7r kind of implies that you are getting all of ff7 not just a part.
